Welcomecurved road

The North Central Pavement Research and Implementation Coordination Partnership (formerly the Frozen Four) was created in 2005 to facilitate effective information sharing and coordinated implementation efforts related to highway pavement research. State DOTs, universities and FHWA participate in this exciting pooled fund project.

The goal of this site is to help partner agencies efficiently review each others' research efforts, learn about each others' approaches to program administration, look for areas of overlap or duplication, and identify opportunities for collaboration.

New! Information and Presentations from the October, 2008 workshop on Pavement Stabilization

2008 Work Plan

The member states voted to extend the pooled fund for another two years. The Draft 2008 Work Plan allows for annual technology transfer workshops, pilot research projects and additional research and implementation collaboration. There will be a conference call early this summer to discuss and finalize the workshop and research topics. All new members will have an opportunity to contribute ideas to the lists below. If you are interested in becoming a member of this pooled fund, please contact Hussain Bahia.

Potential Workshop Topics

  • Field Measurement of Soil Stiffness and Implementation of Intelligent Compaction Technologies
  • Whitetopping
  • Pre-Overlap Repair
  • Use of Open Graded Friction Course
  • Implementation of Research: Results, Processes, Challenges, and Definition of Project Champions
  • Materials Characterization for Design and Construction

Potential Pilot Research Projects

  • Field Measurement of Soil Stiffness
  • Evaluation of Differences in Regional Resilient Modulus Test Methods
